The regeneration of Briançon and its Europe area

Between the new administrative city, two three and four star hotels, 650 new homes, shops and a large green public park: work on the major revitalization project for the 15/9 district, initiated last May, is in full swing in Briançon .
Almost all of the buildings have already been sold, except for two lots above the new climbing room for technical reasons.
A new dynamism
The total cost of the operation: 25 million euros of public investment and 250 million of private investment. A leverage effect that Mayor Arnaud Murgia welcomes.
“It’s a success, Briançon will regain its position as a tourist destination and economic attractiveness (…) the hotel projects will create more than 200 direct and indirect jobs,” he assures.
Winter tourism and skiing have a future, this is a certainty for the Briançon town hall and private investors. All believe in long-term adaptation to climate change and therefore in the attractiveness of the territory during four seasons.
This new dynamism and these new jobs also aim to reverse the demographic curve of the commune of Briançon, whose number of inhabitants has decreased by 500 over the last ten years.
A water trail and a green corridor
A water route and alpine vegetation are also planned up to the old parade grounds. The historic canals will be reinterpreted and extended, and a watercourse in the form of an artificial torrent will be recreated along a large staircase that will connect Vauban City to the city centre.
A large green corridor from Boulevard du Lautaret to Place de l’Europe and Place Alain Bayrou is intended to encourage pedestrian movement and local businesses.
On the seasonal workers housing problems, the mayor of the town wants to be optimistic. “Housing for seasonal workers has doubled in four years, we will have to respond to this problem by encouraging owners of vacant housing to put their properties back on the market, help with the renovation of housing and imagine a public/private partnership to buy cold beds”, explains Arnaud Murgia.
“No traffic jams,” promises the mayor
What about parking spaces? Arnaud Murgia wants to make a promise: “There will be no traffic jams, no additional difficulty in parking in Briançon and this for several reasons.”
“The Val-Chancel car park, which is never full during busy periods, should be sufficient; the underground parking options are quite extensive and we have increased the number of parking spaces,” the mayor continued.
For Arnaud Murgia, there will be enough parking spaces. “The 4-star hotel will have its own private parking lot and the Compagnie des Alpes hotel should attract a large majority of customers who prefer to travel by train or bus,” assures the city councilor who also wants to believe in a change in mentality and urban habits once the city centre has been transformed.
At the heart of the regeneration area lead by the town hall and region, the former military barracks, the Colaud hotel, is being rehabilitated into a 4-star tourist residence, comprising 83 rooms, including 16 suites, communal living areas, a SPA, a restaurant and seminar rooms.
Renamed Garrigae Caserne Briançon, the residence will be managed by Noemys, a player in the tourist accommodation market, with Crédit Agricole and Banque des Territoires as the main investors. The future hotel will be labelled a Mediterranean sustainable building at silver level thanks to the use of bio-sourced materials in the restructuring phase, and summer comfort ensured by the installation of adjustable sunshades.

A few steps from the hotel, the national developer is building a mixed housing and commercial complex. On nearly 4,800 m2, the complex will include 71 open-access apartments and 550 m2 of shops on the ground floor.
With work starting in June 2023, Les Cimes will be delivered by the summer of 2025 and it is almost sold out. This complex uses materials from the Hautes-Alpes with the installation of larch wood cladding and a base made of Queyras stone from the area.
Commercial launch also of the Orma residence (delivery 2027) and preparation for the start of works on the 3-star tourist residence in the Berwick barracks.
The two former army barracks will be converted into hotels. The first, Berwick 2, will accommodate nearly 400 beds intended for millennials, operated by Yoonly, a brand of the tour operator Travel Factory owned by Compagnie des Alpes. The second, Collaud, will become a four-star complex with 80 rooms, operated by Noemys in the Garrigae range, character properties.
“The permits for the two hotels have been filed. The project leaders are in the process of completing the financial rounds for a start of work in late 2022, early 2023. These two establishments will generate a multitude of warm beds near the Prorel gondola, which leads to Serre Chevalier. We also hope to create 60 to 100 direct jobs through this,” says the elected official.
